UAE Visa Amnesty: Key Details You Need to Know

When is the Amnesty Period?

The amnesty period, which exempts violators from financial fines and administrative restrictions, will be applicable from September 1, 2024, and will last for two months.

Who Can Benefit from the Amnesty?

  1. Residency Violators: Those holding a residence permit in the illegal residence category after their grace period has ended or their permit has expired or been canceled.
  2. Visa Violators: Individuals who have overstayed their UAE tourist visa or UAE visit visa beyond the permitted period.
  3. Absconding Cases: Individuals listed under the administrative category of ‘Report of Interruption of Work.’
  4. Foreigners Born in the UAE: Those whose guardian did not confirm their residence within four months of birth.

Categories Excluded from the Amnesty:

  1. Residence permit, tourist visa and visit visa violators after September 1, 2024.
  2. Individuals listed as absconding after September 1, 2024.
  3. Deportation cases, including those deported from the UAE or Gulf Cooperation Council (GCC) countries.

Grace Period Benefits:

  1. Exemptions from Five Types of Fines:
    • Fines for illegal stay in the UAE.
    • Establishment card fines.
    • Identity card fines.
    • Fines for not providing the Ministry of Human Resources and Emiratisation (MOHRE) with an employment contract.
    • Fines for not renewing an employment contract with MOHRE.
  1. Exemption from Fees:
    • Residence and visa cancellation fees.
    • Work interruption report filing fees.
    • Departure fees.
    • Residence and visa detail fees.
    • Departure permit fees.
  1. No Ban on Re-entry:
    • Violators can leave the country after settling their status without any administrative restrictions that would prevent their return.

How to Apply for the Amnesty:

You can apply through the ICP website at icp.gov.ae. You will need to visit a service center only if you receive a notification to register your biometric data.

Biometric/Fingerprinting Requirements:

  • If you have completed biometric fingerprinting previously: You can request an exit permit, which will be issued directly.
  • If you have not completed biometric fingerprinting: You will be directed to a specified fingerprinting center if you are 15 years or older. Once completed, your exit permit will be issued.

Approved Biometric/Fingerprinting Centers:

  • Abu Dhabi: All service centers with biometric devices in Al Dhafra, Sweihan, Al Maqam, and Al Shahama.
  • Dubai: Al Aweer Service Center.
  • Other Emirates: All service centers with biometric devices.

Exit Permit Validity:

The exit permit is valid for 14 days. If you do not exit the country within this period, all previous fines and restrictions will be reinstated.

Exclusion of Illegal Entrants:

The amnesty does not apply to individuals who entered the country illegally. They must consult the Department of Residency and Foreigners Affairs.
